Challenge
The city sought a signature cultural space that could both attract international recognition and serve local residents. The challenge was to create a building that balanced monumentality with accessibility. The site itself was complex, bordered by a historic district on one side and a rapidly modernizing waterfront on the other. Fieldwork needed to design a pavilion that respected the city’s heritage, integrated seamlessly into its evolving urban context, and delivered a flexible environment that could adapt to a wide variety of cultural programming. Beyond the spatial demands, sustainability targets were stringent, requiring innovative material use, energy efficiency, and long-term maintenance solutions.
Impact
The Horizon Pavilion has become a new focal point of civic life. Its minimalist yet striking form draws visitors from across the region, while its adaptable interiors support exhibitions, concerts, and community events with equal ease. The building has won architectural awards for its integration of natural ventilation and daylight strategies, reducing energy use by over 40 percent compared to similar facilities.
